Is there iron in some of the protrusions ? Never seen anything like it before

First thing that came to mind was a caltrop but it's a bit blunt for that

I once found something like this with 6 protrusions but there were seals on the end of each. Hope it helps.

If there's a core of iron in the centre of each projection, it's likely a 'junction' for lengths of wire (barrier/fencing).
